Observed offers, not achieved rents. Advertised starting prices and fee-inclusive prices must be distinguished from verified base rent. Offer terms and promotions may not be comparable.

Availability is not vacancy. Advertised availability does not establish physical inventory or occupancy. Occupancy needs a qualified inventory denominator; otherwise it remains unknown.
